OlyCAP is a dynamic multi-service agency. We administer an integrated portfolio of programs and services that support the basic needs of low- and moderate-income residents. We believe in strong community partnerships that help people, change lives and build strong, vibrant communities.

History of OlyCAP: Empowering Our Community

Founded in 1966, OlyCAP has been at the forefront of advocating for and assisting individuals and families in need across the Olympic Peninsula. As a nonprofit community action agency, OlyCAP was established in response to the Economic Opportunity Act, a key component of President Lyndon B. Johnson's War on Poverty.

Early Years

OlyCAP began with a mission to alleviate the impacts of poverty and empower residents through a variety of services. The agency focused on addressing immediate needs while also fostering long-term self-sufficiency. Initially, programs centered around basic necessities such as food, shelter, and emergency assistance.

Growth and Expansion

Over the decades, OlyCAP expanded its reach and services, adapting to the changing needs of the community. The 1980s and 1990s saw the introduction of programs targeting affordable housing, job training, and energy assistance. Partnerships with local governments and other nonprofits strengthened OlyCAP’s ability to serve more people effectively.

Community Focused Programs

Today, OlyCAP offers a comprehensive range of services. Key programs include:

  • Housing Assistance: Providing support for adults and youth facing homelessness and advocating for and developing affordable housing solutions.
  • Energy Assistance: Helping families manage energy costs through the LIHEAP and Weatherization Programs.
  • Early Childhood Education: Offering ECEAP, Head Start and Early Head Start programs to support young children’s development.
  • Senior Services: Ensuring older adults have access to meals and social activities, including volunteer activities.
  • Nutrition Services: Provides nutrition services and support to individuals in need within the community.
